Cheyenne Plains Gas Pipeline and NGPL file for a certificate of public convenience and necessity

Cheyenne Plains Gas Pipeline Company and Natural Gas Pipeline Company of America filed an application with FERC on September 20, 2024, for a certificate of public convenience and necessity for an operating lease agreement for 75 MMcf/d. Cheyenne Plains executed a lease agreement with NGPL to provide the 75 MMcf/d capacity located between the existing interconnect between Cheyenne Plains and NGPL located in Ford County, Kansas and NGPL’s SPS Brickplant Road Delivery Point in Potter County, Texas.

Cheyenne Plains plans to combine storage made available by using available firm capacity on Cheynne Plains’ system with firm capacity on its pipeline system along with the leased capacity to provide new firm service that would allow shippers to bank gas from receipts at the Cheyenne Hub in Weld County, Colorado.

Cheyenne Plains will have the ability to access gas banked by shippers to be transported on a no-nomination basis and shippers will have the ability to nominate and have scheduled transportation on a primary or secondary basis. Cheyenne Plains conducted an open season from May 30, 2024 until June 25, 2024 seeking interest in this new firm transportation and storage service of which one shipper, Southwestern Public Service Company was awarded all of the new service offering.

Cheyenne Plains and NGPL are seeking authorization for this request by December 20, 2024 to enable Cheyenne Plains to complete the necessary modifications to its nominations and scheduling system and allow it to commence providing service to Southwestern Public Service Company by as early as January 1, 2025.
