Tallgrass, a leading U.S. energy infrastructure company, has announced the execution of anchor shipper precedent agreements for a new natural gas pipeline that will transport up to 2.4 billion cubic feet per day (Bcf/d) from the Permian Basin to the Rockies Express Pipeline and other major delivery points. These firm transportation commitments secure the financial foundation for the project, which targets a startup date in late 2028.
Tallgrass Secures Shipper Support to Launch Permian
Pipeline Project
The newly announced anchor shipper agreements signal significant market confidence in the project. The commitments are sufficient to move the project into the construction phase, pending customary regulatory and corporate approvals.
Tallgrass plans to launch an open season in the coming months, allowing additional shippers to subscribe to firm transportation service and shape the pipeline’s final capacity, which could reach 2.4 Bcf/day depending on market demand.
“With these foundational agreements in place, we’re ready to advance a project that will unlock new market access for affordable, domestic natural gas,” said a Tallgrass spokesperson.
Connecting Permian Natural Gas to U.S. Demand Hubs
The new pipeline is designed to connect multiple receipt points in the Permian Basin — one of the world’s most productive natural gas regions — to high-demand markets across the Rockies, Midwest, and Great Plains.
This infrastructure will serve growing energy needs driven by:

Once operational, the new pipeline will directly link to Tallgrass’ 800-mile decarbonization pipeline network, enabling CO₂ capture and sequestration, as well as the use of clean hydrogen as part of a low-carbon energy strategy.
Industrial users and power generators connected to the pipeline will have immediate access to solutions that reduce emissions while meeting base-load power needs.
“This project strengthens the foundation for a clean, flexible energy economy,” Tallgrass noted, “complementing renewables like wind and solar while helping customers decarbonize.”
